Panayotis Gavras

Head, Policy & Strategy, Black Sea Trade & Development Bank (BSTDB), Thessaloniki

Panayotis Gavras has been with the Black Sea Trade and Development Bank since its start-up in 1999. He is currently co-Head of the Policy and Strategy Department and has directed a variety of strategic and operational activities concerning the establishment of the institution, including many of its internal policies and guidelines, the preparation of country strategies, the economic analysis of member countries and Bank projects, the framework for technical assistance in the Bank, marketing and presentations, etc. He has also directed the Bank’s economic research on the Black Sea Region. Prior to BSTDB he worked at the World Bank as a project specialist, on health, education, and other social sector projects in South Asia, principally Pakistan as well as Bangladesh. Activities included the preparation of detailed models to project government social sector expenditures, the design of financial plans linking projected expenditure needs to strategic policy reforms, and other project development and implementation activities. He has also worked at the National Foundation for the Reception and Resettlement of Repatriated Greeks, based in Athens, on the monitoring of the vocational integration of immigrants to Greece, and the monitoring and coordination of humanitarian and technical assistance to Albania, from Greece and the EU. He holds a Bachelor of Arts degree in Near Eastern Studies from Princeton University, and a Masters in Public Policy from the Kennedy School of Government.
